South Africa leader Zuma: We 'must not panic' over health of Nelson Mandela

The former South African president is responding to treatment for a recurring lung infection, officials say. This marks the third time in four months the 94-year-old has been hospitalized. NBC's Keir Simmons reports.

Former South Africa leader Nelson Mandela was in ?good spirits? Friday, officials said, as he spent a second day in hospital where he is being treated for a recurring lung infection.

?The doctors report that he is making steady progress,? said a statement from the country?s presidency, adding that the 94-year-old had ?enjoyed a full breakfast.?

Earlier, South Africa?s president, Jacob Zuma, sought to reassure his country over Mandela?s health,?saying in a BBC interview that people "must not panic."

However, he appeared to agree with the suggestion that South Africa should prepare for Mandela?s eventual death.

?Is this a time for us to be aware of what is inevitable?? asked the BBC's Lerato Mbele. ?Well, I would imagine so,? replied Zuma.

Mandela, 94, was taken to a hospital just before midnight local time (6 p.m. ET) on Wednesday ? his third hospital visit since December.

He has a history of lung problems dating back to his days as a political prisoner in the notorious Robben Island jail under the apartheid regime, where inmates worked in an open quarry. He was diagnosed with tuberculosis in 1988 after being moved to Pollsmoor Prison.

Mandela spent 18 days in hospital in December, undergoing surgery for gallstones.

Earlier, President Barack Obama sent his best wishes to the former leader.

"He is as strong physically as he's been in character and in leadership over so many decades, and hopefully he will ... come out of this latest challenge," Obama told reporters at the White House Thursday.

"When you think of a single individual that embodies the kind of leadership qualities that I think we all aspire to, the first name that comes up is Nelson Mandela. And so we wish him all the very best," Obama said.

Young, hot and blue: Stars in the cluster NGC 2547

Mar. 27, 2013 ? The Universe is an old neighbourhood -- roughly 13.8 billion years old. Our galaxy, the Milky Way, is also ancient -- some of its stars are more than 13 billion years old. Nevertheless, there is still a lot of action: new objects form and others are destroyed. In this image, you can see some of the newcomers, the young stars forming the cluster NGC 2547.

But, how young are these cosmic youngsters really? Although their exact ages remain uncertain, astronomers estimate that NGC 2547's stars range from 20 to 35 million years old. That doesn't sound all that young, after all. However, our Sun is 4600 million years old and has not yet reached middle age. That means that if you imagine that the Sun as a 40 year-old person, the bright stars in the picture are three-month-old babies.

Most stars do not form in isolation, but in rich clusters with sizes ranging from several tens to several thousands of stars. While NGC 2547 contains many hot stars that glow bright blue, a telltale sign of their youth, you can also find one or two yellow or red stars which have already evolved to become red giants. Open star clusters like this usually only have comparatively short lives, of the order of several hundred million years, before they disintegrate as their component stars drift apart.

Clusters are key objects for astronomers studying how stars evolve through their lives. The members of a cluster were all born from the same material at about the same time, making it easier to determine the effects of other stellar properties.

The star cluster NGC 2547 lies in the southern constellation of Vela (The Sail), about 1500 light-years from Earth, and is bright enough to be easily seen using binoculars. It was discovered in 1751 by the French astronomer Nicolas-Louis de Lacaille during an astronomical expedition to the Cape of Good Hope in South Africa, using a tiny telescope of less than two centimetres aperture.

Between the bright stars in this picture you can see plenty of other objects, especially when zooming in. Many are fainter or more distant stars in the Milky Way, but some, appearing as fuzzy extended objects, are galaxies, located millions of light-years beyond the stars in the field of view.

The FDA approval of TECFIDERA is based on data from a robust clinical development program that included DEFINE and CONFIRM, two global Phase 3 studies that enrolled more than 2,600 patients. In the ongoing extension study, ENDORSE, some patients receiving TECFIDERA have been followed for more than four years.

In DEFINE, TECFIDERA, administered twice daily, significantly reduced the proportion of patients who relapsed by 49 percent (p0.0001), the annualized relapse rate (ARR) by 53 percent (p0.0001), and 12-week confirmed disability progression, as measured by the Expanded Disability Status Scale (EDSS), by 38 percent (p=0.0050) compared to placebo at two years. In CONFIRM, twice-daily TECFIDERA significantly reduced ARR by 44 percent (p0.0001) and the proportion of patients who relapsed by 34 percent (p=0.0020) compared to placebo at two years. While not statistically significant, TECFIDERA showed a 21 percent reduction in 12-week confirmed disability progression in CONFIRM. Both studies also showed that TECFIDERA significantly reduced lesions in the brain compared to placebo, as measured by magnetic resonance imaging (MRI).

?In clinical trials, patients treated with dimethyl fumarate had less disease activity when compared to patients on placebo ? whether they were in the early stages of MS or had more established disease,? said Robert Fox, M.D., medical director of the Mellen Center for Multiple Sclerosis at Cleveland Clinic, lead investigator of the CONFIRM study, and a paid advisor for Biogen Idec for projects not related to TECFIDERA clinical development. ?With?the efficacy, safety and tolerability measures seen in CONFIRM,?this drug provides physicians with an?important additional?treatment?option?for their patients across the MS spectrum.?

The most common side effects associated with TECFIDERA are flushing and gastrointestinal (GI) events (i.e., diarrhea, nausea and abdominal pain). In clinical studies, flushing symptoms usually began soon after initiating treatment, were mostly mild to moderate, and usually improved or resolved over time. The incidence of GI events was higher early in the course of treatment (primarily in the first month) and decreased over time. Overall, clinical trial discontinuations due to flushing and GI events were low.

TECFIDERA may decrease lymphocyte counts in some patients. In clinical studies, mean lymphocyte counts decreased during the first year of treatment and then remained stable. The incidence of infections and serious infections was similar in TECFIDERA-treated patients and those on placebo. There were no opportunistic infections in TECFIDERA-treated patients. In patients with low lymphocyte counts, there was no increased incidence in serious infections. Patients taking TECFIDERA should have a complete blood count (CBC) before starting treatment to measure lymphocyte counts. A follow up CBC is recommended annually and at the discretion of the treating physician.

The Black Sea naval operation, called for in an order delivered to the defense minister at 4 a.m., is seen by experts as a demonstration of Russia's growing capacity for quick responses.

President Vladimir Putin has surprised Russian military leaders by issuing a snap order to initiate immediate Black Sea war games ? which experts say is a sign that the country's armed forces are becoming capable of defending the country on, literally, a moment's notice.

The command was delivered in a sealed envelope to Defense Minister Sergei Shoigu at 4 a.m. Thursday morning, according to Kremlin spokesman Dmitry Peskov.

A note posted on Mr. Putin's official website said the exercises will be held in the Black Sea, and involve "up to 7,000 military personnel, over 30 warships based in Sevastopol and Novorossiisk, aviation, rapid deployment airborne troops, marines and the special forces of the General Staff.... The exercises' main objective is to assess combat readiness and coordination among the various branches of the Armed Forces."

Russian security experts appear to overwhelmingly approve the move, which they say is a sign that Russia's reformed and rapidly rearming military forces are shaking off their post-Soviet torpor.

They insist that, under international conventions, Russia is not obliged to inform NATO, or any neighboring countries, about war games that involve 7,000 personnel or less.

"Sure it was a sudden order. Good. That's the way things were done in the Soviet Union," says Viktor Baranets, a former defense ministry spokesman who now writes a regular security column for the Moscow daily Komsomolskaya Pravda.

"This is a perfectly normal practice. We aren't violating any agreements," he adds.

However, no one seems to know whether Russia should have informed Ukraine, on whose sovereign territory major elements of Russia's Black Sea Fleet are based at the Crimean port of Sevastopol.

"It is odd that no one seems to know if Russia is obliged to inform Ukraine about any sudden movements of forces that are based on Ukrainian soil," says Alexander Golts, deputy editor of Yezhednevny Zhurnal, an online newspaper.

"If you undertake exercises on your own territory, no one cares. But in the Black Sea region we have Georgia, with whom Russia fought a war in 2008, and these exercises will be staged partly from Ukrainian territory. It's a far more complicated thing," Mr. Golts adds.

Phone calls to the office of Ukrainian President Viktor Yanukovych and the headquarters of Ukraine's navy in Kiev on Thursday produced no answers. A secretary at the navy's press office told the Monitor to "write a letter asking your question, and we'll get back to you."

Kiril Frolov, a Ukraine expert at the official Institute of the Commonwealth of Independent States in Moscow, says that all issues concerning Russia's freedom to act out of Sevastopol are covered by the 2010 Kharkov Agreement, under which Mr. Yanukovych agreed to extend Moscow's lease on the Crimean naval base for 25 years in exchange for discounts on the price of the natural gas that Russia sells to Ukraine.

"Russia doesn't have to warn Ukraine about exercises in the Black Sea," says Mr. Frolov. "The Black Sea is a zone of Russian interests, and the Kharkov Agreement envisages exactly this sort of situation."

Just last month Mr. Putin warned his military chiefs that external threats to Russia are on the rise, and the armed forces will have to undergo a "drastic upgrade" to meet the new challenges.

Earlier this year, Russia announced its biggest ever war games since the Soviet era to take place in the Black Sea and Mediterranean Sea.

Many analysts saw those, and a previous set of exercises in the Mediterranean, as a possible cover for a potential mass evacuation of tens of thousands of Russian citizens, and their dependents, from civil war-torn Syria.

But most experts say today's snap war games are just part of the newly capable and combat-ready Russian military, and everyone should just get used to it.

"We have been having almost nonstop exercises in the Black Sea lately, certainly on a bigger scale than in the past. But that's how it should be," says Sergei Mikheyev, director of the independent Center for Political Assessment in Moscow.

"There is absolutely nothing unusual about this."

Energy policies 'reduce bill rises'

Energy policies will cushion consumers from price rises, but only after contributing to a rise in average household bills, a report has said.

By 2020, bills will be 11% - or ?166 - lower than they would otherwise have been, according to the Department of Energy and Climate Change's report.

It looked at policies such as a drive to boost home insulation and promote energy efficient boiler installation.

Labour accused the government of masking the effect of its policies.

Downward trend

Savings generated from policies on energy efficiency and climate change are already having an impact and will increase over the next decade, the report said.

Household dual fuel bills are estimated to be on average 5% - or ?64 - lower now than they would be without these policies, it said.

Nearly half of the average household dual fuel energy bill, or about 47%, is made up of fossil fuel prices, or ?598, with the second largest cost attributed to network costs or transport and distribution of energy, at 20%, or ?257.

Government policies on energy and climate change account for 9%, or ?112 of this bill - with ?30 of this spent on renewable energy policies, including ?9 on on-shore and ?9 on off-shore wind.

More than half of the energy and climate change policy costs in household bills are spent on measures to target the fuel poor and energy efficiency.

The report showed that 85% of the rise in household bills between 2010 and 2012 was from wholesale energy costs and network costs and 15% as a result of government policies.

Household energy consumption has been on a downward trend since 2005, partly as a result of energy efficiency measures already in place, according to the report.

By 2020 around 12 million boilers will have been replaced with more energy efficient models, it said.

Energy and Climate Change Secretary Ed Davey said: "Global gas price hikes are squeezing households. They are beyond any government's control and, by all serious predictions, are likely to continue rising.

"We are doing all we can to offset these global energy price rises, and while we have more to do, this new study shows our policies are putting a cushion between global prices and the bills we all pay."

Caroline Flint, shadow energy and climate change secretary, said: "The government's underhand attempt to mask the real impact of its policies on families' energy bills is shameful... Instead of cooking the books to trick people into thinking their energy bills will be lower, ministers should get behind Labour's plans to overhaul the energy market and deliver fair prices for the public."

'Less positive'

The report also found that businesses that are medium-sized users of energy currently face energy costs that are on average 21% higher as a result of energy and climate change policies, with this figure rising to 22% by 2020.

Large energy-intensive users currently face energy costs that are on average between one and 14% higher as a result of policies, with this rising to between six and 36% by 2020.

The estimates did not include measures the government was currently considering to reduce the impact of low carbon policies on the costs of electricity for energy intensive industries, including a ?250m package of compensation for industry to 2014/2015.

Mr Davey said: "The picture for business is less positive, which is why our new proposals to exempt and compensate the most energy intensive industries from certain policy impacts is crucial. Nothing would be gained from forcing industry, jobs and emissions abroad."

Steve Radley, policy director at EEF, the manufacturers' organisation, said: "Measures to shield the most energy-intensive industries from a portion of the costs will make a difference but, unless we get a grip on spiralling policy costs, steeply rising electricity prices for the rest of the sector risk making the UK an increasingly unattractive location for industrial investment and undermining efforts to rebalance the economy.

"The first step is scrapping costly policies with questionable environmental impact, such as the carbon price floor and the CRC Energy Efficiency Scheme, as soon as public finances allow."

(AP) ? Italy's highest criminal court on Tuesday overturned Amanda Knox's acquittal in the slaying of her British roommate and ordered a new trial, prolonging a case that has become a cause celebre in the United States.

Knox called the decision "painful" but said she was confident that she would be exonerated.

Italian law cannot compel Knox to return for the new trial, and her lawyer said she had no plans to do so. The appellate court hearing the new case could declare her in contempt of court but that carries no additional penalties.

Italy's Court of Cassation ruled that an appeals court in Florence must re-hear the case against the American student and her former Italian boyfriend for the murder of 21-year-old Meredith Kercher. The exact issues that have to be reconsidered won't be known until the court releases its full ruling within 90 days.

Knox, now a student at the University of Washington, stayed up until 2 a.m. Seattle time to hear her fate and issued a statement through a family spokesman.

"It was painful to receive the news that the Italian Supreme Court decided to send my case back for revision when the prosecution's theory of my involvement in Meredith's murder has been repeatedly revealed to be completely unfounded and unfair," she said.

Knox said the matter must now be examined by "an objective investigation and a capable prosecution."

"No matter what happens, my family and I will face this continuing legal battle as we always have, confident in the truth and with our heads held high in the face of wrongful accusations and unreasonable adversity," Knox said.

Knox, now 25, and Raffaele Sollecito, who turned 29 on Tuesday, were arrested shortly after Kercher's body was found in a pool of blood in November 2007 in her bedroom. Kercher, whose throat had been slashed, had shared an apartment with Knox and others in Perugia, an Italian university town where the two women were exchange students.

Prosecutors alleged Kercher was the victim of a drug-fueled sex game gone awry. Knox and Sollecito denied wrongdoing and said they weren't even in the apartment that night, although they acknowledged they had smoked marijuana and their memories were clouded.

An Ivory Coast man, Rudy Guede, was convicted of the slaying in a separate proceeding and is serving a 16-year sentence. Knox and Sollecito were also initially convicted of the murder and given long prison sentences, but were then acquitted on appeal and released in 2011.

The high court's ruling Tuesday overturned the appeals court acquittals.

"She thought the nightmare was over," Knox attorney Carlo Dalla Vedova said after the decision was released.

The court on Tuesday also upheld a slander conviction against Knox. During a 14-hour police interrogation, Knox had accused a local Perugia pub owner of carrying out the killing. The man was held for two weeks based on her allegations, but was then released for lack of evidence.

Dalla Vedova said Knox wouldn't come to Italy "for the moment" but would follow the case from home. He said he didn't think the new appeals trial would begin before early 2014.

It is unclear what would happen if Knox was convicted in a new appeals trial.

"If the court orders another trial, if she is convicted at that trial and if the conviction is upheld by the highest court, then Italy could seek her extradition," Dalla Vedova said Monday.

It would then be up to the United States to decide if it honors the request. U.S. and Italian authorities could also come to a deal that would keep Knox in the United States.

The appeals court that acquitted Knox and Sollecito in 2011 criticized virtually the entire case mounted by prosecutors. The appellate court noted that the murder weapon was never found, said that DNA tests were faulty and that prosecutors provided no murder motive.

It's not clear what part of the appeals sentence was faulted by the high court in ordering a new trial.

Kercher's family attorney, Francesco Maresca, said after Tuesday's ruling: "Yes, this is what we wanted."

Sollecito's attorney, Giulia Bongiorno, noted that Tuesday's ruling was not a determination of guilt but merely a need for further study of the appeals court ruling.

"It's a decision that cancels a verdict and orders a retrial," she said. "I'm not concerned about a deeper reading of the documentation, because I know the documentation."

She acknowledged that perhaps the appeals court ruling had been "too generous" in ruling that the pair simply did not commit the crime, but was confident that Sollecito's innocence would be affirmed.

In her statement, Knox took the Perugia prosecutors to task, saying they "must be made to answer" for the discrepancies in the case. She said "my heart goes out to" Kercher's family.

After nearly four years behind bars in Italy, Knox returned to her hometown of Seattle after the 2011 acquittal and Sollecito resumed his computer science studies, following the degree he earned while studying in prison.

Italy's judicial system allows for two levels of appeals, and prosecutors can appeal acquittals.

Although the court on Monday heard gruesome details, including how Kercher choked on her own blood, it wasn't ruling on the guilt or innocence of the defendants. Its sole task was to decide if the appellate trial was properly conducted.

Dalla Vedova had argued Monday that the slander verdict against Knox should be thrown out because she was questioned without a lawyer even though police essentially treated the student as a suspect in their 14-hour interrogation session.

Because of time she served in prison before the appeals-level acquittals, Knox didn't have to serve time for the slander conviction.

Baidu, China win dismissal of U.S. censorship lawsuit

(Reuters) - Baidu Inc on Monday won the dismissal of a U.S. lawsuit brought by pro-democracy activists who claimed that China's largest search engine operator, as well as the country itself, should be punished for censoring them over the Internet.

U.S. District Judge Jesse Furman in Manhattan said dismissal was proper because the defendants had not been properly served with court papers, and China had invoked an international treaty in claiming that service would infringe its sovereignty.

The case had been brought in May 2011 by eight New York writers and video producers.

They said Baidu and China violated the First Amendment to the U.S. Constitution, as well as various civil and human rights laws, by conspiring to suppress their political speech from Baidu's search engine results.

The plaintiffs said their content could be found through rival search engines such as Google, Yahoo, Microsoft's Bing, and Google's video-sharing service YouTube, and that the suppression on Baidu justified millions of dollars in damages.

But Furman said there was "plainly no merit" to the idea that the defendants were properly served.

He said that China had expressly invoked a Hague Convention provision allowing it to refuse service that "would infringe its sovereignty or security."

The judge also said he lacked jurisdiction to decide whether China properly invoked that provision, and that if he had jurisdiction he would find that the invocation could apply to private parties such as Baidu.

Furman put the dismissal on hold for 30 days, to allow the plaintiffs a chance to propose another means of serving Baidu, and show why China should not be dismissed as a defendant.

China did not make a formal appearance in the litigation, but had previously said the lawsuit should fail because a U.S. court cannot tell a sovereign country what to do.

Stephen Preziosi, a lawyer for the plaintiffs, did not immediately respond on Monday to a request for comment.

Carey Ramos, a lawyer for Baidu, did not immediately respond to a similar request.

The lawsuit had been filed one year after Google Inc pulled its search engine out of China after hitting censorship issues.

China has also blocked social networking sites such as Facebook and Twitter, as well as YouTube.

The case is Zhang et al v. Baidu.com et al, U.S. District Court, Southern District of New York, No. 11-03388.

Notorious Ivory Coast militia leader killed

ABIDJAN, Ivory Coast (AP) ? A regional official says a notorious militia leader accused of enlisting child soldiers for cross-border raids from Liberia into western Ivory Coast was killed during fighting Saturday.

Claude Koffi Yao Kan, sub-prefect for the western town of Blolequin, said Sunday that Oula? Tako, known as "Tarzan of the West," was among three assailants killed by soldiers responding to the attack. Ivory Coast's United Nations mission says two civilians and a traditional hunter were also killed in the attack on a village 15 miles (25 kilometers) outside Blolequin.

A report last year from Human Rights Watch implicated Tako in a series of raids on villages in western Ivory Coast dating back to July 2011, with witnesses saying he had been involved in the recruitment and training of child soldiers.

MONTGOMERY, Ala. (AP) ? As airport officials tried to figure out how a 300-pound arrival-departure panel fell off the wall and onto a family, the mother of a boy who was killed by the sign lay in a hospital with her own injuries, still unaware of what happened.

Heather Bresette and two of her other sons were seriously hurt when the panel fell Friday at the Birmingham-Shuttlesworth International Airport. She had surgeries for broken ankles and a crushed pelvis over the weekend, but she was still in intensive care and unconscious.

"She does not know that her baby is dead," the family's priest, the Rev. Don Farnan, said.

The Bresettes, a family of seven, took a weeklong spring break vacation to Destin, Fla., and were about to fly home to Overland Park, Kan., when the flight information panel fell.

Luke Bresette, the middle of five children, was killed. His brother, 5-year-old Tyler, suffered a concussion. His 8-year-old brother, Sam, had a broken leg and nose.

Tyler was released from a children's hospital Sunday; Sam was still there.

The boys' father, Ryan Bresette, and an older son and daughter, were at the airport when the sign fell but not hurt.

Heather Bresette's condition improved to serious on Sunday, University Hospital spokeswoman Nicole Wyatt said.

During their vacation, the family swam in the Gulf of Mexico and Luke went parasailing for the first time.

"His dad said he was thrilled. He was an adventurous kid. He loved sports," said Farnan, a priest at St. Thomas More in Kansas City, Mo.

After the sign fell, it took six people to lift the large board and a dozen people to hold it up while first responders administered aid. Officials were investigating how the sign fell at the newly renovated airport and took down an identical billboard on Saturday.

The renovated concourse opened March 13. It was part of an ongoing $200 million upgrade of Birmingham's airport. The construction began in June 2011 and is being overseen by Brasfield & Gorrie Global Services Group.

The Birmingham-based company said in a statement it was working with airport authorities to determine why the sign fell.

"This is a terrible tragedy that none of us fully understand, and we hope that the family who lost their loved one will find strength through prayer and the support of all of us," the statement said.

At St. Thomas More, hundreds of worshippers showed up for a Saturday morning Mass that usually has about 75 people. Luke's uncle Alex Bresette placed a Rockhurst High School jersey on the altar.

"He would have been in the Class of 2020," he told the Kansas City Star.

Ryan Bresette said in a message on Facebook that words cannot describe the pain the family feels.

In a note to his son, he wrote, "I miss and love Luke so very much. I love you Luke!"

"Ryan is especially grateful for the amazing support of the people in Birmingham. They even started a fund for the family at a bank there," Farnan said. "There are long, loving arms that stretch between Birmingham and Kansas City."

Facebook and Weather Underground are teaming up to tell you the the forecast for public pages and events you're planning to attend.

Facebook, with a little help from Weather Underground, has begun unrolling its new weather feature. You'll soon know the forecast for any event you might attend, or for any public place you're planning to visit.

Few things are worse than being caught without a hoodie or an umbrella if the weather at a get-together takes a turn for the worse. Facebook today (March 21) added a handy weather forecast to a number of spots across its massive platform.

Facebook events will now include a weather?forecast if the event is 10 days away or less. Public pages, such as those for local parks and far-flung cities, will also include the weather. The new information will be included on both Web-based and mobile versions of Facebook.

Weather information is provided by Weather Underground. Each single-line entry will include a general forecast as well as the high and low temperatures for the day.

It's a small update for Facebook, but adding automatic weather updates to event pages could be a big help to users. Further, people can use the search bar to find weather for a particular location by typing in "Weather for New York City," for instance. This information is provided by?Bing .

Facebook has begun rolling out its weather feature, so watch for it the next time you plan or RSVP to an event.
